Confused with dcf...?

5 months ago my kids was taked out than mother...we was dovorced for almost 2 years,dcf did a case plan for her and one for my self,but they never investigate my life,not even went to my house...i did refused do the case plan,the only thing i done and still doing is all the drug and alcohool tests,and never did fell. today they did suspended even my visitation with my kids. the case is on diferent county that i leave and i am trying open a case against dcf,is that a good idea,and how i do that?
