Is it okay to let cats into a filthy rafter thing?

Ok so in my basement cats can climb onto a railing and go into rafters, there is probably mice, dirt, bugs, etc... And will it get them sick? We try to keep them out by my one cat can open the door, even if its locked(it doesnt really work). How do we stop them? Is it ok? Oh yeah, they love it so we feel bad.
