Why $700 bil goes to crooks and speculators on Wall Street but no money to spend on schools, improve water etc?

Unfortunately because the crooks and speculators on Wall Street are intimately entwined with the banks that loan the money to businesses who will be awarded the contract to work on the school project. Now they have employees they have to pay while working but haven't gotten paid because the project isn't finished. They go to the bank and show them the job they are doing and the collateral is the contract. The bank then will tell them they have no money to lend because they have just had to foreclose on several houses and they have to sell them first. Unfortunately, they cannot sell them because the people that want to buy them cannot get a loan for the house because the crooks and speculators on Wall Street have all their money tied up.....etc.
