Russia Samara, Is there a safe place to study?? urgent help?

hi, i am a turkish citizen, having white color skin..(I am not racist) I just wonder, is samara, togliatti safe for a foreign person to study for a year, i read some articles and they made my mood bad about studying in samara. I am waiting for my invitation btw from the school management, in wikipedia, togliatti is called as a motherland of russian mafia, all comments are appreciated!! thank u:)
