Steer people!! Help!?!?!?

i have my FFA steer. I can get his halter on with out a problem, but once i try leading him around he will throw his head like usual when training, but he will go down on his knees and drag them on the ground and then flop over. he does the same thing when i try tying him up. any suggestions that i could try? thanks
